Russian authorities banned gasoline exports from March 1 to August 31 after dozens of drone attacks on Russian refineries.

Several massive drone attacks on Russian refineries took place in February:

On February 3, one of the largest enterprises of the state corporation Gazprom, the Astrakhan Gas Processing Plant, which produces gasoline and diesel fuel and is Russia's main producer of sulfur for explosives, stopped working after a drone attack.

On the same night, a drone attack on Russia's Volgograd region damaged the city's Lukoil oil refinery, one of the top 10 largest in Russia. The Volgograd refinery had also burned four days earlier and in mid-January, although the authorities claimed that there was no "external influence" on the enterprise. The fire reportedly shut down the refinery's diesel hydrotreating unit, which provided half of its capacity.

On the night of February 24, drones attacked the Ryazan refinery for the third time in a year, and a fire broke out on its territory. Previously, attacks on the Ryazan refinery were reported on January 24 and 26.

According to media estimates, in 2024, at least 10 large Russian refineries were attacked by drones, and in 2025, the Armed Forces of Ukraine attacked 27 fuel and energy facilities in Russia. As a result of the attacks, the country's oil refining volumes fell to a 12-year low of 267 million tons
